Kenneth Harkness, real name Stanley Edgar, (1896-1972) was a chess organizer and the creator the Harkness rating system, which was a predecessor to the Elo-rating system.
From 1952 to 1959, he was Business Manager of the United States Chess Federation (USCF) and, later, a member of the FIDE Permanent Rules Commission.
